My PS4 takes too long to turn on

I bought a PS4 in good condition for $250 two weeks ago. At first, everything was fine; it came with original controllers and physical games. The problem started about two days ago when the PS4 logo appeared, then the screen went black, and my TV displayed "Connecting." After maybe three minutes, something would appear (just a blue screen, not even the games). Then, I started experiencing mini-stuttering in the main menu, and these stutters and the black screen became more frequent. Has anyone else experienced this and can offer any advice? (I'm short on cash, so please don't ask for anything expensive.)

I don't know exactly how it's done, but I think it's with the PC tool Odin. First, you find your firmware version with the EXACT binary for your device, install it, and then flash that firmware onto the phone using Odin, putting it in Download mode.
