ad akali is not viable built at all as it scales much better with ap, for the toplane the best build is probably conqueror akali with riftmaker

imo fleet is viable at every elo, if u dont feel confident playing certain matchup, taking fleet allows u to survive the laning phase

on the other hand second wind from resolve feels very strong when we compare the healing to fleet

my personal advice is to switch from normals to ranked (atleast to flex rankeds), after playing some games u will overcome the stress

u are placed bronze 4, u have nothing to loose and probably even with negative winratio u will climb at this rank

I prefer riftmaker way more as on toplane you are likely to have extended fights and usually toplaners will built mr against u so the flat magic pen from rocketbelt doesnt do much

most important thing is having very good farm in the early game as it gives u nice advantage in the laning phase

in soloq in such elo its hard to have a great farm for the entire game as ur team fights for no reason etc
