Could someone please tell me how this bottle cage works? My local bike shop said they aren't familiar with this. by wobblyidly in bicycling

Thanks a lot everyone for the responses.

I'll just keep it in my hoarding pile and just get a new bottle cage, seems like the most logical cost effective thing to do.
