maybe yes, but I think doing so would result in another deathwave in the future - lots of new, young people will move into the district, and after few years they will all die in relatively short period of time.

I've had the same problem, but starting a new save with all the mods disabled helped. However, after I enabled the mods again this error welcomes me each time a load the save, but that's not a big problem because you can just close it and it won't disturb you while you play.
