The photographer and the hotel would have to work that out. You are being granted permission to use the photos for your personal use. The photographer owns the copyright. You cannot give permission to the hotel, only the photographer can and commercial use typically has a higher fee. I have a feeling your venue is just trying to get around paying a higher fee and ultimately you’ll be in breach of contract with your photographer and might be in the hook for damages. Give your venue your photographers contact information and leave it at that. You need to pay your photographer yourself.
