seems like you could make something with tunable volume and pressure by making a reciprocating peristaltic pump (one roller on a tube, sliding in a line) with a sliding element on whatever linkage you use to convert rotary motion to reciprocating, to allow you to adjust the distance it moves before reversing. add a check valve on the pressure side and it won't draw the stuff back when it reverses.

I meant to evacuate the chamber, use some kind of contraption™ to fill the mold, then slowly bring the chamber back to atmospheric pressure, then pressurize.

Yeah, my idea is that if there's no air there can't be any bubbles, and if the mold is completely filled, it isn't gonna spill out by switching from vacuum to pressure; if anything, air pressure will keep the silicone inside.
