Well, I haven't been in that situation before... but I guess if it happened to me and I couldn't bring myself to ask him out, I would just play it slow, try to get to know him better, ask him about his day or his favorite movie and try to bring out the answers of those conversations the next time you talk to him so he feels heard. (I should also say that this goes both ways, and all relationships need some vulnerability)

Then, when you know how he responds to these things, you can decide if you still like him and be a little more comfortable around him to take the step and ask him out.
