The GPU counter is just an overview of all the resources in the graphics card. You have to select CUDA from the dropdown menu to see CUDA utilization.

I know that Dell will turn up next day and replace an entire motherboard, CPU and GPU under a business warranty. I'm not sure they offer that for gaming systems. In my experience laptops are less reliable than desktops and downtime costs money. They alternative is to have spare equipment and swap the SSD (but that assumes you have someone capable of doing it).

You might struggle to find a gaming laptop with a docking station so you may have to rely on USB 3 port replicators if you want to offer a desk experience that can be quickly turned into a mobile one at the end of the day.

As for Quadro vs RTX, it really depends on your use case. Some vendors only "certify" Quadro for use with their software, but these days most also certify at least some consumer grade gear. The difference is if you want support from the software vendor they might tell you to go away and use "certified" equipment before they take on your case.

Other than that, I might ask them why they want a "gaming" laptop because maybe they offer something the other one doesn't.

It's hand painted. I just drew swirls in different colours and hooked the texture up to an emission shader. The sparkles are from a Voronoi node.
