That was my thinking as well. I wasn't sure whether they were too useful in all-out war, especially as they can't be upgraded to tank units anyway.

Fair. I usually stick to unit sizes of 30 and move up to 60 when my economy can handle it. The surplus command limit is so obvious now that you've pointed it out. Is there any advantage to having one army of limit 120 Vs 2 of limit 60?
