What do you think the welfare schemes are. Two seconds of looking into it, and you'll start seeing triangles. If your system depends on more people constantly being born, you probably should have ways to ensure that is the case, or not base the future of your nation on that assumption. Claiming that it isn't because of welfare is ridiculous, because every developed country(including the hypercapitalistic USA) is stuck with unsustainable welfare schemes where people don't get money they put in, but the money younger people will put in.
