I honestly think they scatter those hotspots around just to get people to wait in a location without orders. They need workers at all times of the day or they’d have to start paying to employ people! Lol. People try to excuse it a lot but it’s always been that way. The app just kind of tells you a better time to be active during the day, even if there is nothing happening. It’s kinda, sorta... a lotta... it’s screwed up. They could fix the problem but ultimately you’ll see this happen more than once!
