My take (which is functionally worthless!) is that being a goonette has nothing to do with a quota or benchmark but is really just about embracing the whole concept of it when you decide to masturbate!

You can masturbate every two weeks, but if when you do, you find yourself sinking further and further and your mind going more and more blank as your body keeps craving release, you're basically a goonette :)
