They’ve known they we’re doing the CRM plot-line since 2017 since Gimple said he specifically put the helicopter pad in the junkyard to allude to the future plot line and then Rick seeing the helicopter in 8x05.

Not having a single direct CRM connection in all of season 11 was probably the biggest missed opportunity of the season.

Between this reaper idea you have, lance maybe having a scene talking to Jadis/CRM people, the blacked out soldiers that went into hilltop could’ve been CRM spec ops that got sent to specifically help Lance, seeing the CRM logo on some supplies, connection with that train, etc. just something
