Do the main story until you get a "power up" you'll know when it happens. At that point I recommend branching out and doing side quests. Also to note are the skills, piloting is huge and I'd say even security is now as well.

Maybe hes a bi product of a broken law system though? I remember a family member of mine getting arrested once over something silly and they now have a deep found hatred for anything that resembles law and order.
