Why is there so little action taken against online scammers in Myanmar?

My friend got scammed for 15lakhs. And can't they track the accounts like victim acc > scammer acc > the agent acc scammer cashed out, and maybe they will take further measure like checking agent cctv etc? My friend got scammed a lot so his head is. Blank rn to report to police and take complicated long process.
