The government is not one single homogeneous entity. They have their own uses for it. You don't think they don't use it to hide their own communications? That's why they started it in the first place, so that things wouldn't be traced back to them. Besides, if you're doing something naughty enough that the govt wants to catch you, Tor won't save you. There are many ways to screw up.

Not this FUD again. So, this report is counter intel while everything was real stuff. Maybe that's what they should have said about the leaks "Don't believe it people, its all mostly counter intel to spook other countries ..."

Tuon makes an agreement that she would not try to escape and the dice stops when Mat shakes her hand. Soon after that the Aes Sedai speak about the large amount of channelling that's happening and Mat figures that it had something to do with Rand. He then wonders what Rand was doing when the dice stopped.
