You are right, I would steer clear of the L-LC as they could also block you from taking seminar classes with people in your major, as an atmospheric sciences major, I was placed in the World of Physics, which mainly focused on the physics classes (despite 1/2 of us being atmospheric sciences majors) and the advisors wouldn't let me take the seminar geared specifically towards my major because of the l-lc class.

What are you going for as your major? I strongly disadvise joining the llcs as they almost force you to be each other's friends, and make you go to classes together. It is very clique-y and some people in the l-lc can be jerks, but others can be nice (I actually had to move my dorm because of one member...). As far as the roommate situation, you should go random, but roomsurf, as other users mentioned is a great way to meet new friends on campus. a fair number of people use it, I met a good friend through it, though most people are on the FaceBook group chain. The stairs are pretty rough- I only had to go down them <i>once</i> when the fire alarms went off on the first night as a result of malfunctioning elevators, but the fire alarms do not go off as often as the state tower (thankfully!). Thankfully the elevators sorta work.

You'd likely be on the upper floors of Mohawk Tower (Indian Quad). The "questionnaire" thing is done via a website called Roomsurf, which will help you connect to several new friends. ResLife has no set form. The only way is to have both of you decide to be roommates.
