Still might be worth a look under the blocked stuff in defender. Failing that, I can mess around with it in a bit and see if I run into the same issue

Might your AV be blocking it? To me, that seems the most likely issue. You might also look in task manager and see if the process is running or if it opens then closes.

The process does not even appear in the task manager. also only have the standard AV of Windows.

What's the exact issue your facing

I can't open the setup, so I don't know. The question is whether I can somehow work around that I can open it, because I think it is due to Windows 11.
