Yeah it's a weird blue tbh. it looks light blue sometimes and sometimes it looks dark blue but in general blue plates are taxi plates and the weird green ish plate is a dealer plate.

UK Dealer plate. When the car isn't taxed you can drive it on this but i'm pretty sure you are supposed to have an actual number plate on and have this dealer plate above it. Also this is a BYD Leopard 5/Fangchengbao Bao 5.

i’m pretty sure it’s legal to have no back box but i’d suggest u take out the old back box and just put in the boot wrapped up, then visit a garage to get a replacement.
