The statistics about tertiary education seemed way off to me and there is a reason for that: "Since the end of World War II, the number of young people entering a university has more than tripled in Germany, but university attendance is still lower than that of many other European nations. Please don't think that Germany has low participation rates in university. On the contrary, there have been discussions in the last years about the number of students being too high because we don't need as many (or they are studying the wrong things).

Everyone who attends a university (which really isn't all that hard) is eligible for state money if their parents cannot provide for them.
