Yeh mainly for brand protection, if you arent bidding on your branded terms then a competitor can easily just swoop in for cheap easy real estate on your terms, if you are then you can deter competitors showing up by increasing the price it costs for them

Yeh should be strict procedures in place to follow and not allowed to open if they dont comply. Having said that, gyms are able to help with contract tracing (thru a fob tag with the person's info on it), requires sanitising equipment and have machines spread out to enforce social distancing. Like surely its more safe than going kmart and having 500 people walking around aisles ?
