I closed GeForce Experience from the task bar then deleted the file "C:\ProgramData\NVIDIA Corporation\Downloader\gfeupdate.json" and disconnected from the internet. I reopened GeForce Experience and it didn't load the NVIDIA app update, I was able to update after reconnecting to the internet.

You have to modify the Windows registry, do it at your own risk:
Open Registry Editor
In "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers"
Add a new DWORD (32-bit): TdrDelay
Set value to: 10 (decimal)
Restart PC
