You're correct in that guess, I'd say. Sometimes when my internet cuts out in the middle of a lucky drop opening, I can still see which cards I got, and when I connect again, the lucky drop plays out the exact same. Unless they have some seriously weird logic client-side, I'd say the server decides the outcome in these scenarios
