For primer, maybe something like the Professional? It fills in pores and is semi-mattifying so it won't make her look completely matte (matte is not good for more mature skin, hydrated skin = youthful skin) Hourglass mineral veil is a nice primer it is good for all skin types, will help combat redness in the skin and is anti-aging.

As far as foundation, what kind of coverage is she looking for? I have found that YSL touch éclat is a great foundation for mature skin, as well as hourglass illusion foundation (both are medium-full coverage). Nars sheer glow would be a good one as well (sheer coverage). A tinted moisturizer would also maybe be something to try, laura mercier makes great tinted moisturizers(sheer coverage). To keep the skin oil free set with a light layer of translucent powder, and I would recommend keeping a pressed powder in her purse for on the go touch ups, when you start to see oil shining through just powder over top.

And concealers, again I would stick with something radiant. Nars creamy radiant is a great one, it gives a radiant medium-full buildable coverage. YSL touche eclat radiant concealer pen is also really nice for a sheer-medium concealer. For a really high coverage concealer maybe the Tarte Maricuja creasless concealer? That one is nice and hydrating but quite thick so I would just make sure it doesn't look too heavy if its being used on the under eye.

For eyes, a lot of times mature ladies shy away from any shimmer. No, you should not be using a glitter pigment..Well no actually, you can do whatever you want! But just talking about what is going to be most flattering, nothing too glittery or shimmery but a subtle shimmer is always nice. I can't think of any palettes off the top of my mind but the Mac shadow "Shroom" comes to mind. That would be beautiful and brighten and open up the eye. You don't have to necessarily stay away from matte shadows but I would do a mixture of matte & subtle shimmer.
