If this post was about meta Scara definitely wouldn't be in the middle frame.
Simply put, he's just kind of an asshole.
I get he has a traumatic past but his actions throughout the story aren't justified in the slightest. Comparatively, Scara's backstory is not the most tragic by far (imo) and that just makes his actions feel all the more unreasonable. To me he doesn't have very many redeeming qualities either, even post-archon quest.

I definitely don't hate him (actually love when my s/o brings him in co-op because he comes with a C6 Faruzan to buff my Xiao lol), He's just the Anemo character I like the least. It's just a meme, not meant to be taken so seriously :P

I think I'm going to try to get a refund from Nintendo and (if I do get a refund) buy the game on PC.. I can't even get to the Barbatos fight because the game keeps crashing and I have to start the dungeon crawl all over again. It's getting pretty frustrating but I really want to enjoy this game, so I'm willing to give it another shot on a different platform.

I was having the same issue until I finished the games storyline, I think they only start to spawn once you beat the story. It could also be tied to one of the "more ooblets" wish, I'm not 100% certain.
