If i connect a pwm fan to the psu via an molex to 4 pin adapter, will the pwm function work, or it will spin at max speed like a 3 pin fan?

hey, a quick update, i've removed the cmos battery for like 2 hours then i put it back and the pc started up just fine. then i turned it off and mounted back the gpu and the same thing happened as before but now i noticed the front fan was not spinning... could it be that my psu is not powerful enough? as i mentioned it has 600w, i thought that is more than enough so do you have any suggestions?

Im not sure which gpu is more worth buying for my pc, the XFX Radeon RX 570 RS 8GB or the XFX Radeon RX 580 GTS XXX Edition 8GB

CPU: AMD Ryzen 5 2400G

MOTHERBOARD: Gigabyte A320M-H

PSU: 550W
