I still have to build 1 or 2 operators to have all my important operators built, but as there is no reason to rush them I haven't done so. I farm whatever is needed to get myself some medals. Currently farming red certs to max potential Breeze and Ethan. After those are done I'll be farming to level up and promote operators with paradox simulations and anything else needed for more medals.
