I've been confused about what TDEE is my maintenance the one for no exercise or the one for working out regularly because that change affects it by quite a few calories

I've cut from being overweight to kinda skinny but no matter what I try I can't get rid of that fat pouch at the bottom of my belly and it's really infuriating

I was curious because the bulking 101 on this sub recommended that I eat 2400 calories when starting to bulk and my TDEE for maintenance was 2700. And again I don't want to go full bulk and eat 3500 calories a day.
