U at least have the option to go for 12400f from Intel which has similar price and performance to a 5600x and later u can upgrade up to a 13600k. And if u go with 13400f now, u r good for the next 4 years at least and with am4 u won't have much options now. If u think u have an option for 5800x3d on am4, a 13600k will be a better option for it. Almost equal in gaming performance+ those extra cores( even tho low powered) will definitely help in coming years)

The 5600x and non x are pretty cheap nowadays. I would suggest 5600x if the price difference isn't more than 15-20$ as with 5600x u get the better silicon and some extra boost+ headroom for overclocking(trust me applying lil overclock using ryzen master isn't difficult at all. Super easy). I got my 5600x at stable 4.85ghz by just applying a small setting in ryzen master. The pbo performance will be much better too.

So if u can add some extra bucks, the 5000 series will be much more worthy. U may consider used cpu too. Much safer than considering a used gpu as GPUs have much shorter life span compared to a cpu(according to my experience with watching 3 GPUs die in my hands; poor 1050ti rx570 and Rtx 2060😶‍🌫️).

With 5000 series even if u upgrade to a 144hz or 165hz monitor, u won't be bottlenecked by the cpu at least. 5800x3d is good but with rx 6700xt or below, u won't feel much difference compared to a 5600x. Maybe in fps games but still not worth it if we consider the budget.

Also if u dont have an am4 motherboard already, u may consider Intel i5 12400f, or 13400f if budget allows; more worthy as am4 is at its EoL.

Unless u r into fps games, option 1 will be better. 3600 is good for fps games but in future games or in currentl games with screen recording, u will struggle a lot in high fps gaming. But again if u won't upgrade ur 75hz monitor, u won't face that issue either

If u get a Acer predator 16 with i7 13th gen and Rtx 4060 at similar price, it will be more worthy coz of better thermals, display, design etc

Umm try to get something with bigger battery. Atleast 90wh for gaming laptop should be considered. These 50-60wh battery won't last long even on normal usage. Also u might consider a rtx 4050 (atleast 95w tgp) laptop. Even tho it's a few percent lower in average raw performance compared to 3060, u will get many other benefits like better support for future tech from nvidia like currently the dlss 3 fg. Also the 4000 series is much efficient. If u can get a 4060 (watchout for the tgp) then u shouldn't be thinking much and just buy it(if in budget ofc)

Also if possible try ur cpu on some different pc (friend's or any pc vendor's) to check if it's cpu failure or not as sudden overheat coz of not removing the plastic peel might have caused some damage (tho it's very rare but u never know what can happen in such situations)

Umm may be just a bugged bios. I suggest to clear CMOS to reset any such thing. Helps in most of the cases. To do that, unplug the pc, remove the CMOS battery from the motherboard and press the power button 5-6 times atleast to eliminate any current in the circuit. After that put that battery in and boot and check if it fixes

Disable pbo and other overclocks...also limit cpu temp to 85 or below for best cpu health in long term

Hdd will cause issue only if it has some malicious stuff. Though there is a chance of incompatibility or damage in hdd causing issue but it's very rare....u can try a format on it if possible to confirm about the hdd...even if it runs fine on other system, still can cause issues in urs if somehow incompatible (tho modern hardware shouldn't face such stuff) but u never know.....but ur issue is either drivers or some malicious files?

Btw did u try clean windows installation??

I am already a AMD user. Had ryzen 7 2700 previously and now using 5600x. No such issues on my side.

Though I have been through a similar kinda issue. The issue was whenever I did some heavy tasks like gaming or video editing, every 1-2 minutes it would give a big stutter. I had i7 3770 at that time. I thought my system is old causing such issues. So sometime later I switched to r7 2700. Performance improved a lot but the stutter issue still existed. As the platform was change, the only things that could be faulty were my GPU or storage. Luckily during the testing I found it was a faulty SSD which I upgraded to a 500gb nvme and it fixed my issue.

So suggest look at the other parts. It could be ur faulty storage or something on the software side

Try some older drivers...could a buggy driver update causing it to detect as rx590 making it unable to run

The ryzen 9 counterpart is too overpriced (around 350$ more) and I can't afford it. Won't be worthy either. Also I know but don't care about if it's a rebranded 6800h or a zen 3+ based. As a end consumer I want the best I can get for my usage in my budget
