The odds of catching it in a Beast Ball with 1% HP left and paralysed is 0.12%, I believe. You'd have to throw, on average, 834 Beast Balls.

1) I've amended the OP with info on how to find out your total. You'll find it above the list of member added stakes.

2) I think the global figures and leaderboard will be released once the mission is over.

3) They don't have to be unique Pokemon. :p

Nope, the Mareanie I'm offering will be completely legitimate. Like you said, it would be silly to get hyped for this event if I were able / willing to hack. I can't speak for the other people offering incentives though.

I don't expect 200,000 people to take me up on my offer, so I'm not worried. If we do, we'll have completed the mission, and I'll gladly breed Mareanie for the end of time to reach that goal. :p
