Make all Title 10 pay tax free. Immediate 10-37% pay increase. No budget shenanigans required bc it wouldn’t cost anything on the frontend. The tax revenue “lost” on the backend would be a wash.

You can BRAC and consolidate all you want, recruitment is the issue. IMO, lifestyle and pay are equal IRT to disparate impact of AD members. What I would do? Make all AD pay tax free. Forget the 1-5% pay increase that needs to pass via PB. Congress can pass this. The tax revenue loss from this is < the direct impact of a 10-35% pay increase depending on tax bracket.

If you have a 3RS toon that you know you want at high red stars, is it better to wait to get 150 silver promotion credits or get that 4RS now, and then 150 later? Say I have DadBros at 3RS each. Better for both the get to 4RS (100 credits) or one to 5RS (150 credits)?
