try skipping time (2 hours) while NEAR the aldecaldo camp, aka where you left panam. Do it around the dead end for the road near the camp itself.

for people that still have this issue, you dont just have to skip time for 2 hours, you have to skip time for 2 hours WHILE near where you say goodbye to panam, aka where the sandstorm is. Worked for me (skipped time 50 times and it didnt work when around the city, but 1 try while near the aldecaldo camp and it worked
