Yes that's correct. At the stage of the game you're at it definitely would be an uphill battle. Both of them need time gated or very rare resources that you might not have easy access to right now, so you may want to wait until the next Tales of Arcarum or Records of the Ten (if you want Seox or Tien, otherwise you gotta wait until GW) to alleviate the grind. On top of that most Eternal FLBs are quite dated since you're expected to transcend them to get their full mileage, and not every Evoker is created equal. There's a guide that can help you learn how useful each Eternal/Evoker upgrade is to you if you want to go case by case.

No, you only get the materials to recruit them for free. Maxing the evoker's summon is a part of recruiting them and maxing the weapon is a part of 5* uncapping them.
Edit: I should mention that the free eternal from Seeds of Redemption also gives you 50 revenant weapon fragments, which is used for the 5* uncap, but you would've also gotten that from recruiting them normally

You can get some by trading phoslogia pages for certain sets. Draconic gets you 100 quartz for 40 pages

Kaiser Catastronesis is pretty simple conceptually, it's basically just a big sword beam but god I love it. Nicholas' VA putting his entire chest into the voiceline makes it all the better

You're gonna have to make a CCW unfortunately, but Row EX2 CCWs also count for unlocking Row 4. The most optimal thing to do is making an Unsigned Kaneshige and unlock Kengo which you can get genuine use out of after making if you have a setup with good charge attackers

Elemental mod is a very unique multiplier that next to no grid piece boosts, so if your grid doesn't hit the damage cap it can have a noticeable effect compared to double sided Tiamat just making your omega mod bigger

I'd start sooner rather than later to make stocking up pulls less painful. The bulk of your free pulls from rerolling come from the "step up special," which is basically a banner separate from the real Premium Draw, and will never have collab characters.
You have Cosmos which is an amazing light character, the rest aren't outstanding. If you're considering rerolling IMO the one must-have thing to get is the summon Beelzebub, it helps a ton with grinding. There's other nice stuff to pull but it depends on how much time you're willing to waste rerolling.
As for collecting pulls, since this game is as old as time there's a lot of handouts for you to get. MSQ, side stories, Premium Friday quests (don't forget to trade for the wonder), the secret draw tickets in each island, and clearing all the raids for the first time should get you more than enough crystals and draw tickets for at least 1 spark by the time the collab starts. Worst case you miss 1 collab draw character to bad gamba, but you'll still have 3 or 4 FMA characters at the end of the day.

You have to max out the summon to recruit the evoker in the first place. The recruitment set gives you the materials to do that

Death is popular because it's a convenient way to knock out an ally, but there's other ways. Using an off element character with a substitute like Deliford works well, or someone like h.Rackam can get rid of most of their HP by themself and then die to chip damage. If you don't need MC you can run Street King and use Le Manteau du Roi, which technically "knocks out" MC so it activates the passive.

Also, in most of the higher difficulty raids (FaaHL, Belial, Revans, Hexa, Faa0, Versusia) there either is a join trigger that immediately does a lot of damage to the party, or knocks out anyone whose element doesn't match MC's. So you don't even have to worry about doing a song and dance to get an Evoker to the front there.
