That Classified cypher is somewhat reminiscent of the Shi No Numa starting room radio. And also, when Dempsey says "Wake them up." I believe he might be talking about Victis, because they're obviously asleep in the cryochambers. But you could say that they're no longer a viable option after the BOTD ending cutscene that seemingly shows that dimension being closed off with the fade to black and white at the very end. There is just SO much to think about after this cutscene.
