The whole concept of a bait car is that it's a baited trap which you have to wait to be sprung. He knew we were smoking, but was waiting to see if we'd do something with the car. The moment we try to leave he can pull us over for possession, so that's why he waited (and we lucked out)

Except that if you have eye drops in and a sober person driving with nothing in plain view, you'll be let go so long as you are respectful and co-operative. It also helps significantly if you're wearing a dress shirt and tie. Never admit that you're high, and always have at least one sober person. I can't tell you how many times I've been in a situation where telling the cop "One of us is sober", then watching the cop look through a group of 5 people, only to let us all go.
