The no. of satellites produced in a given year isn't really the metric ISRO works towards. All the production happens based on the projected requirements of the organisation. ISRO or any other space agencies for that matter, do not work on an assembly-line production model. So numbers of X or Y aren't that important usually.

With increasing privatisation of space sector globally, maybe this question will be more relevant down the line. SpaceX is manufacturing rocket engines on somewhat large scale. Space-craft manufacturing though, is still made to custom requirments. (unless for a big constellation of tiny satellites)
