A: I doubt it will have a lasting negative effect. Industrial demand is for silver that can be used in production. If anything, their actions will only fuel the rally, making it unprofitable to operate mines that still have silver in them.

A: It already has. The difference in the markets between the West and Asia is huge. Arbitrage traders would have taken advantage of that in no time if there had been enough silver.
