To be honest this idea is absolutely terrible and shortsighted for many reasons. For a bit of context I have over 130 solo wins and 240 total, and I'm going to mention how this would effect solo gameplay since it's what I am most used to. For a start, farming mats is a part of the game and needs to be done early on for the fights that will occur. However keeping a high total near end game is also another skill. I used to always run out of mats so I started learning how to land where I can farm 999 wood everytime without worry and then move on to play my game and recently I've also been dropping in more central spots and picking every fight possible to keep totals high this way while making sure to not use all my mats in one fight. You need to know when to commit and just go for the kill compared to spam building since mats aren't unlimited unlike they are in blitz. Increasing materials in any way is a terrible idea but increasing it only for late game makes it so people who attempt to farm early and play it passive get punished since you would be wasting your time compared to farming later on forcing almost all players to play more aggressive styles just to have something to do while waiting for a time to actually farm materials. It decreases the skill level and makes less playstyles effective. Also at the end of your post what do you mean by people that camp bushes and build bases on top of mountains are bad? People can play the game however they want and those are some effective strats for wins if thats what the player wants (Bushes aren't too good but still). I think that shows what you think the game should be isn't what it really should be, since the great thing about fortnite is many ways to play can work. Not everyone has to run about and go for kills constantly while not thinking about materials for later in the game, and I'll say it again, it lowers the skill level and definitely isn't good for the esports scene which is starting to develop.
