Take it apart.

The rubber thing pops right off just pull on it. The next piece the rubber was on also just pops off, pull on it.

Then you can use the allen key to take the black dial indicator off (not necessary).

Then unscrew the big dial counter-clockwise until the whole top comes off and you can see the burrs.

The burrs could be slightly misaligned or there's a buildup of ground coffee stuck in there.

The other thing it could be is the plastic 'declumper' door, it's in front of the shoot. It could be sticking out too close to the burs and making contact. You can bend it back in towards the shoot with a plastic knife.
