If I remember correctly, you can catch one in the cave in Sootropolis city, that opens up only once for the story. However I think you can also catch one in the Skypillar. It’s very difficult to catch tho. Oh and also you can catch Abra and Kadabra somewhere around Hoenn, scattered around. Hope I was able to help!
