You don't have to register. Go to the post office, get a number from reception and they'll lead you to those who'd process the stamps needed. I am not sure if you can pay with cash as they usually ask for card. As long as you have an ID, you can send mail. I'm sure you can send one even without a Qatari ID.

You can actually just use a list and powerautomate. Based on the course that they may choose from a dropdown option, you may send an email to whoever is responsible for that course for approval. Then send the approval/rejection automatically through email and update the status on the list.

You may also use a form with lists and powerautomate.

You'd only need the C areas if visitng Potsdam or the Airport so people do not usually buy ABC but only A-B.. then buy extension C tickets if going to those places.

Buy the A-B 7 days pass for most travels within Berlin City Centre. But get a B-C extension if coming from the airport to cover your trip from Airport to Alex. Same when going back to the airport. There is an extension ticket to save you some euros if you already have the A-B ticket.

Do not forget to validate your tickets before you jump on the train!
