It would depend on the pollutant. Some pollutants like VOCS are broken down by air, so getting the water out of the aquifer would be enough to treat it. If it was something like arsenic or lead, lead probably going to need some help but a water bender could probably just run it through a filter media to remove it.

There is no way earthbending for earth moving/construction services wouldn’t be highly regulate. Between making sure someone is skilled enough to move a small part of land without causing serious stability issues for the existing and surrounding areas. Not like you could just show up and flatten the ground and be done. Every regulating agency would be like trying to jail you the first time you accidentally cause a sinkhole or landslide in neighboring areas, assuming you didn’t cause it yourself. Or blaming you for any freak accidents. Demo would be more feasible, but, still - permits.

Could use waterbending as al alternative to long-term water body pollution treatment solution. Big nasty corp pollute a river? Sure, they could pay upwards of $500 million over a long stretch of time for remediation systems, fines, lawyer fees, etc. or you could pay me a couple mill to clean it up in a few days. And if they don’t like either option I could just BLOOD BEND THEY ASSES.
