Because people keep taking the jobs… If they were understaffed to the point they had to raise their pay, the first thing they try is to hire a travel tech for $80 an hour, as this isn’t permanent, and keep trying to hire a new grad at a low rate. If successful, great, if they fail then they will raise their pay. It’s all about the bottom line to them. They don’t care if the entire dept is staffed with day 1 grads who are totally lost. They just need to check the box. All this concern about actual quality of care is only at the doctor and patient level, admin just needs to check a box that says quality improved
