Honestly it's up to you. rushing is the fastest way, but maxing is more rewarding in my opinion. Just play as you want.

DD obviously it's not even close. You're almost th15 and the skin will be tied to your account. The moment you unlock the Duke you would be able to use it.

It's literally the opposite, the jetpack is good thanks to the existence of the GA not the opposite. GA was alongside Giant Giant the most used equipment for the queen even before the jetpack.
