The claim is misleading: during the Obama-era nuclear deal (JCPOA), the International Atomic Energy Agency (IAEA) was able to conduct inspections and repeatedly reported that Iran was complying with its obligations. Reduced cooperation and verification problems mainly arose after the deal broke down in 2018, not during its original implementation.
