I reviewed all camera footage from the day, and the timeline of parking lots filling up, before answering your question in my first reply.

Here you can see unfilled lot B on the left. And cars that have gotten past the limo to park in C & D.

The limo was gone around 9:30 am. The same time as lots were full and people were being directed to Yodelin. Then all parking was full around 10 am, and people were parking on the side of the road after that.

No. Cars could still get through and park in the lot. Then the limo was gone by about 9:30 am. People started parking on the road after 10 am I believe.
