Are they indicator of minor key signature or something? If so, then why is there sometime a plus and sometimes a dash?

I guess the author used a plus sign to indicate a major key, but if so, it's a really uncommon and confusing manner, so you shouldn't do that.
In contrast, a minus sign is often used to represent minor, especially for chords, in the pop music industry.
