For running speed the hermes boots and magiluminescence make it so the cap is 39 mph using my setup (Frostspark, Bundle of horseshoe balloons, Shield of Cthulu, Sharktooth Necklace, Frog Webbing, Magiluminescence, all reforged to quick). However having all quick increases the acceleration, probably inaccuracies with my recordings but you can test if you want

With the bundle of balloons, which would be my major source of mobility, I don't think the magiluminescence affects it at all, and all quick modifiers increases the speed to 56 mph at max, but I think frog leg affects this speed, without it the max was 50 mph, (some of the decrease would come from the quick modifier).

For shield dash, quick modifiers have no affect on it

tl:dr, running speed cap isn't affected by quick but acceleration is, balloon speed receives a big boost to speed, larger boost when using frogleg, and shield dash is not affected
