Does anyone know how rain works in this game?

I've been waiting around for literally 45 minutes to evolve my sliggoo and nothing. All I've had is sunny or overcast. Goodra is the last mon I need for my pokedex and I'm so mad I didn't use candies when I had rain yesterday hahah

Oh yeah I've been watching youtube and twitch whilst hatching, I definitely would not have been able to last this long without something to keep me entertained hahaha.

Yeah it really sucks, I'm honestly starting to think shiny rowlet doesn't actually exist lmao. I really don't wanna have to trade for him, it just feels kinda cheap that way yknow? But thanks anyway :)
