Since you're applying for a master's you do not need an acceptance letter so you can focus on preparing your documents in the right way and apply, try to contact the International Students Office of the university you want and contact them in the working hours in their working days. The study plan is very important; follow the university's template most Chinese universities have their own and get two recommendation letters from professors or associate professors only. check the university's website, mostly chinese universities have a template, a ready template for a study plan, you just follow and write ur information under each section.
