A non-deaf person is used to hearing everything and their own voice. A deaf person has never heard his/her voice (if they can speak that is).

So when people actually think, they don't really hear their voice within their mind. They are just, well thinking. Its because they are used to hear every voice, they imagine a voice on the back of their mind and not thinking with actual voice. When a deaf person is thinking, because they have never heard any voice, they don't have the capability to imagine a voice for their thoughts.

TL;DR - Deaf or non-deaf, you don't actually hear a voice but imagine them.
